    Some dvd players that are VCD compatible won't play my VCDs, I determined it has to do with the framrate since all the VCDs that are 23fps play fine but the 29 fps won't..anyways to convert from 29 to 23 w/o screwing up the audio?

    Try running an Inverse-Telecine filter on the movie, that should put it at 23.99 whatever framerate NTSC-Film is.
