I have a questions on file types.
What is the difference in quality between them? Specifically, xvid, svcd, and vcd.
For example, if I have a 200meg file of each type and want to convert one to mpeg2/dvd compliant, which one should I use? I will assume the svcd but I cant be positive.

Having re-read your question, the answer is use whichever one looks best.
If you are going to re-encode, source file format is irrelevant. If each file is of identical video, and has identical size, it is probable though by no means certain that the XVID would be the best. Though you may have framerate and/or re-sizing problems to deal with.
