Can anyone point me to a tutorial/guide on encoding 4:3 widescreen captures so that the black bars have a non-existant bitrate, thus upping the quality of the main image with TMPGEnc ? Can't find anything about this...

A smart encoder like TMPG will hardly alocate a lot of bits to the borders. To be very accurate crop the borders and add borders to keep the aspect ratio. You can do this in TMPG (clip frame), Avisynth or VirtualDub.
