23.976 issues with WinAVI

I have a divx file that is in NTSCFilm format and i am having trouble making a dvd with WinAVI. I've tried setting the fps to 23 and the format to ntsc, but it comes out all choppy and bad. Anyone know a way to do this right with WinAVI

Another thing...

I'm trying the same file now with TMPGXpress. I remember in the days i made vcds i used to take this NTSC Film movies and just make them PAL format. They all worked fine. I don't think my play played 23.976fps movies well, but it didn't mind them when i made the 25fps PAL movies. Is this something i could do?
