  1. I am trying to convert an avi to mpeg to burn a VCD to play on my DVD/Video CD player. However, all the avi files I've been downloading are coming in at rates not compatible with Nero buring (not PAL [25.00] and not NTSC [29.97]); most of my avi files i've been downloading have been either 20.00 or 15.00 (14.97) fps. Is there anyway to convert these abnormal fps to either PAL or NTSC without desychronizing the sound and picture??? A friend of mine said this was the place to get the answers; also, is there a way to determine fps on a file before i get it from winMX or morpheus? Thanks

  2. If it's 20 or 15 fps, it should convert fairly well to 30 fps without losing much quality. When you encode, do a framerate conversion.

    TMPGEnc will convert the framerate. If you use an encoder, that can not do that, you can use Avisynth to frameserve.
    The command
    ChangeFPS(fps)
    will change the framerate by deleting or duplicating frames.
    I assume that TMPG work in the same way.
    That's why the final MPEG will hardly play as smooth as the original.
