Trying to add some, but not all subtitles to a VCD

Hi,
I have re-encoded a DVD (Hidalgo) to VCD, but with a small problem. The language is English, but several times in the movie they are speaking in a foreign language. When I watch the DVD the english subs pop up automatically, but on the VCD backup I made, no pop up subs. I used Eazy VCD to make the VCD.

I have seen several topics to add subtitles to the entire movie, but I dont want subtitles throughout the entire movie, just the parts when they speak in foreign language.

I would like to see some type of program to rip these subs from the DVD and re-mux or re-encode to standard VCD.
