  1. I did some video from my Hi8 camcorder

capped it at 640x480 interlaced upper field with PIC codec

Open it in Vegas and inserted some title pictures/pages between scenes and for chaper points. I made them using the same setting as the capped video within Vegas video 5. I then encoded the video to 352x480 using MainConcept plugin to make it DVD complient, but the title pictures/pages shrank on the vertical sides....Is there anyway to stop this?

In my editor there's a default behavior for how it handles images this can be changed by right clicking the image and selecting the image source options. Either stretch to fit screen, keep aspect ratio which is what yours is set too or keep aspect ratio no letterbox which will center the image full screen but any overlap will not be viewable. Oddly because your vertical video resolution is being cut in half the "the keep aspect ratio" will in fact skew the image on the final product because the video will be stretched vertically to fit the screen.

Hopefully your editor has similar options, switch it to stretch. If it doesn't you could also try resizing the images to 352x480 but I don't know how the video editor is going to handle them.
