Please be patient, I'm still new to this...
I have captured some video from my tv-tuner card (from the svideo in) using VDub which is interlaced. Now, when I converted the video to VCD format, TMPGEnc seems to deinterlace it. However, when I converted the video to SVCD format, it didn't seem to deinterlace it. So I had to convert again using the deinterlace filter.
Is this correct? Should I be deinterlacing the SVCD to be played on a stand alone dvd player? Should I have deinterlaced the video in VDub? Can it deinterlace?

I'm pretty new to this as well, but I've found lots of useful info in posts and faqs.
Give http://www.geocities.com/lukesvideo/interlacing.html a gander. The rest of his faqs, although centered around capturing and otherwise dealing with animation, are still very informative.
But quoting from near the end of that page, Luke says "... if you're planning to watch your output video on a TV (through an SVCD, for example), it's best to leave your video as interlaced. Essentially, if you're going to watch on tv ... interlace best; if you're going to watch on a computer ... interlace worst.
