I want to know how to capture pictures from movies, like mpegs turned into jpegs. What programs would I use.

Womble MPEG-VCR can also do this. (Unless you need its editing capabilities, though, you're probably better off with PowerDVD, especially since you probably already got a copy of it with your DVD-ROM drive or DVD-R burner.)
In PowerDVD, just hit the 'C' key or click on the little camera icon in the control panel to capture the current frame. The default is to capture to the Windows clipboard, which you can then paste into any open graphics application, but you can change this to capture directly to a file by going into PowerDVD's configuration menu. (It's in the "Advanced Options" section.)
In Womble, open the MPEG file, then locate the frame you want using the slider and frame-forward/back buttons, then click on the camera icon to capture it to a file.
