Is there a good program that convert from avi to rm without losing too much quality?

Why do you want to convert to rm?
It is a proprietary format.
If you insist, then use rm converter 1.40 -
If you convert from avi to rm, does the file size lower? Like from 160mb to 40mb?

I have the program, but I usually convert from rm to avi or mpeg. -

RealProducer, straight from the horse's mouth. They did create the format after all, wouldn't make sense to not provide something for people to create content for it with.
There is a basic version for free.
File size depends on how much you compress it. If a smaller file size is your goal, this is not your solution.
Your solution would be to just recompress the AVI file into a smaller AVI file.
