You can drag out the clip to make it longer, thereby slowing down the action to fill the time, or get really clever by using velocity envelopes. These are a little trickier, but allow you greater control over speed, and let you speed up and slow down in the same clip.

Yes, on your video event just right click and select insert / remove envelope > Velocity.
That will put a green line on the time line through the video. Just click and drag the gren line up and down to speed up or slow down or even reverse your video. You can double click the green to add points so that you can vary the speed at different places in the video. Easy.
