When I use TMPGEnc (2.0 I think) to encode SVCDs (standard template) I get tiny freezes. Once or twice every second a frame freezes for, say 1/15 of a second.
In scenes with smothe movements this is quite obvious.
Source: DivX, 23.98.. fps
Result: PAL SVCD (25 fps), 2200 kbps
Is is because of the different framerates?
Am I doing something wrong?

Yes...the frame rates must be matched....you would need to load the svcd(ntsc)film template...if you must have "pal"25fps then I cant help you. converting frame rates is not highly recomennded.
