Everyone speaks of how creating chapters is incredibly easy with VideoPack. While this is true, I have yet to encounter an mpeg that gives me accurate chapter stops. So, I read the help and found this:
The specifications specify that a marking must be integrated in permissible MPEG material approximately every 0.5 seconds (sequence header) that represents a jump point. If the MPEG material has not been created in accordance with the standard, it can be that these markings are missing or are too far apart. However, only these markings can be used as jump.
So, I figured I needed to reprocess to the mpegs to get these "markings" in the proper places. I tried MPEGCorrecter, VCDGear, and iFilmEdit with no success. How do I get these "markings" to appear in my mpeg files? It seems pathetic that VideoPack doesn't do this for you and offers no potential solution sources.
Since originally posting this, I've tried numerous pieces of software to "correct" or to "demux/remux" but nothing seems to work. There has to be a way to process an MPEG and get these "markings" in there.

You should specify the number of GOP's to which a sequence header is inserted. This option you will find at the GOP settings of your favorite encoder.
When the Videopack manual says "approximately every 0.5 seconds", it expect a sequence header before each GOP and a GOP length 12 (IBBPBBPBBPBB)for PAL resp. 15 (IBBPBBPBBPBBPBB)for NTSC.
If you have encoded the MPEG alreaddy, you may try to insert the sequence headers with MPEG Sequence maker. Demultiplex the mpg, run the m2v through that tool and remultiplex.
