When I use standard VCD template to record a show from VHS to ATI Tuner. the result appears grainy.
If I was to use a higher bit rate to caputer the VHS info, would the picture look better?
Short story..can I make a poor picture look better with a higher bit rate?

You can improve the quality of your finished product using some of the templates for tmp in the tools section on the left. It won't look any better than what you started with, though. Tibro's works pretty well for me, I use it on some pretty worn out tapes and they don't look any worse on vcd.
