  2. Virtualdub can do, use Video -> Direct stream copy with DV. Can also use virtualdubs frameserver or avisynth, then you dont need to make an intermediate file. With AviSynth (the best), syntax is
    AviSource("File1.avi", "File2.avi") and so on.

  4. Virtualdub takes 20 seconds to set up:
    File - Open Video file - File1.avi
    File - Append AVI segment - File2.avi
    Video - Direct Stream Copy
    File - Save AVI

    or with frameserving:
    File - Open Video file - File1.avi
    File - Append AVI - File2.avi
File - Start frame server - <specify .VDR file name>
...then open the VDR file in tmpgenc and start Encoding, no intermediate file, saves lots of time and diskspace.

There may be easier ways, but IMO virtualdub is more than easy enough

You already have TMPGEnc so why not batch encode? (File->Batch Encode.) This would save you lots of space considering joining would require you to have whatever the size of your DV files are spare to give the joined file somewhere to live.

Is there a particular reason why you specifically need to join all the files first?
