Is it legal to be in possession of/host a download for/distribute older freeware versions of pay programs like TmpgEnc12a or VCD Easyv1.1.5.2? I know the owners no longer have download links on their sight although they are available for download elsewhere. Thanks in advance.

When in doubt, ask the owner of the software. But seriously, probably not. I would imagine that if they are the freeware (trial version??) version you should be okay. Though, again you should ask for permission from the company/creator.

Freeware is freeware.
Unless the licence that came with it specifically forbids it, you can do what you like with it. A programer can not revoke or change the licence conditions at a later date. -
That's not freeware. It's trialware/shareware and it's not the same thing. There are distribution rights to trialware/sahreware you must follow. Read teh EULA in the original file. No original file? Sorry, you can't distribute (99.8%?) extracted files.

You can usually host sites with those 2 files for d/l as long as you follow the agreements of its use which sometimes says you have to link to their site and its not considered shareware or trialware.
