Hi!
I would like to convert avi files with a certain framerate to VCD-mpg's with a different framerate. For example a NTSC AVI with 29.97fps to PAL (25fps). I also sometimes get files that have framerates not matching PAL or NTSC which I'd like to convert. I know that fps can easily be changed in TMPEG, but if I do so the the motions in the videos aren't fluid any more, just like TMPEG would simply cut out some frames. Is there a way to convert framerates without such kind of quality loss?
