Who says it's a fault ? It may have been a deliberate choice on the part of the director and DoP to process their film in this manner.
Or it could be the sun in the background
Or it could be that you have the brightness turned up too high on your monitor
What's the film ? -
It looks an obvious fault to me, the film is Troy. The quality of the film looks good apart from this glaring , even in some close ups on the actors who have greying beards the beards show up brilliant white.....like you cant even make out the facial hair just this white shape as white and plain as the background this text your reading appears on. same with most distance shots of the sea,, sky and and certain shots of buildings. When its a nightime scene everything looks great the problem isnt there. Any ideas?

My apologies, i did however try and word the original post so as not to advocate any of the above mentioned. It wont happen again.

Sounds like a screen shot film. You are probably seeing reflection from the screen, sometimes called "hotspot" (though that may or may not be the right term for it). There is probably nothing you can do about it. The detail in that section likely cannot be recovered. You can darken it, but the detail will not come back. This is typical of screen shot bootlegs. You just have to live with it.
