I am not worried about time, just quality. What encoder will do the best job when going from Divx to standard VCD Mpeg 1? Mpeg2enc or ffmpeg?

ffmpeg has best quality, but is still not fully CBR so not fully standard VCD compliant, though many players will be compatible.
