My friend lent me his copy of The Chamber. It is a Divx w/ AC3 audio and english and spanish subs. He wants me to convert it to a VCD without whe subs. How can I convert the audio to .wav or .mp2 and then convert the video and audio to VCD format and discard the subs?

You can use ffmpegGUI to convert the audio to WAV, which is better to encode to VCD from. TMPGEnc is a good package to take it to VCD.
If the subtitles are in a separate file and you are using something like DirectVobSub to make them appear over the DivX file then I assume you just delete the file. No subtitle file must mean no subtitles. If, however, the subtitles are integral with the video then you're pretty sunk.
There are plenty of guides for converting to VCD on the left. Give them a shot and see how you get on.
