I am attempting to convert an avi to VCD using TMPGenc XPress 3.0. With one particular movie, I keep getting an error "Invalid Sample Rate" when I attempt to encode. Most other movies give me no problems.
I have the most up-to-date codecs installed (KLite codec pack), and the avi plays fine on Windows Media Player.
Has anyone else encountered this error?
Any suggestions?

The last time i saw that message it turned out to be audio related.
TMPGEnc complains if the sample rate isn't standard (22500, 32000, 44100, 48000, etc). Maybe its VBR MP3.
Have you tried decoding the audio with VirtualDub, and then loading the AVI as Video Source, and the decoded WAV file as Audio Source?
