how do i get rid of file padding to xsvcd?

i've made an xsvcd (720*480, 29.97 fps) with tmpgenc and tried burning with nero. This of course added on a hundered extra meg and 10 mintues. I read that you should try muxing and demuxing with tmpgenc which solved the file size problem but the not the 10 extra mintues it adds on. Even after i make a bin cue file the extra time is still there! btw, the original file is 60 mintues and the output is like 73 mintues. please help if you can.

If you are making bin/cue files burn them with a diffrent program like fireburner or blindwrite for example
