  1. I have a project with two movies. Both movies are set up to return to the menu. When the last chapter of the first movie is playing, if you skip to the next chapter it goes to the beginning of the second movie. Is there any way to have it go to the menu? If not, is there another authoring program that will do this?

It is normal to do that when both movies are in the same VTS.

To skip to the menu, you need to to either:

Have each movie in a separate VTS (need DVDLab Pro for that).
    or
keep both movies in the same VTS but add a Return command as the last command at the last cell (DVDLab PRO allows to play with VTS commands, but I still haven't figured out how this works).

What you want is much simpler done in Scenarist, but this is 100 times more expensive!
The more I learn, the more I come to realize how little it is I know.

  3. Actually it depends on the player. Some have the feature (which is not required by the DVD standard) to jump to the next title when playing the last chapter of the previous one. This is independant from whether the next title is in a new VTS or not (goes to the VMG, checks which is the next title and jumps to it).

It's a useful feature if you don't have a menu but it can be anoying if you do have it. The only way to stop this from happening is to put a prohibited user operation on the last chapter (all cells actually in the last chapter) on the next button. All commercial DVDs use this.

Check DVD-Lab Pro. I read on their web site that the last beta supports P-UOPs but I've never tried it.

Alternative is to make a very small chapter (a second or two) at the end of each title and then use Vobedit to add the P-UOPs.

Or another easier alternative is not to touch the next button when playing the last chapter .

Thank you for the interesting and informative explanation.

I'm not concerned about the navigation for my own use. I'm trying to create a DVD where other people can only view the second title in a specific way.
