I really need somebody to help me.
Is the deinterlace filter useful or not, does it produce better quality?
I capture 720x576 Avi and convert to SVCD in Tmpeg 2.01.
I need the results to be good for TV playback.

You're much better off using DonalD Graft's "smart deinterlace filter" and VirtualDub. See the VirtualDub website for the link to Don's filters.

You don't need to de-interlace for SVCD, as SVCD's can use interlacing. Though I personally wouldn't capture at 720 (it means you can cap longer, and there is no loss in quality, just resize the cap'd file in vdub and frameserve).
