    All VCDs (XVCD, SXVCD, VCD, SVCD) use MPEG files. To use Virtual Dub to make them, you have to use Virtual Dub mod and frameserve it to an MPEG encoder like TMPGEnc Plus! and encode it to an MPEG file there.
