how do i find out what region a dvd is??

I have a dvd I bought at a local walmart for $5.99 and it says on the box its region 0 but whern i put it in my pc it comes up as a region 2 pal, yet my dvd player plays it fine.

is there some kind of program i can use to check the region coding of this dvd? i wanna get this same title for my friend's bday but his dvd player cant play pal i dont think. so i need to know if this is ntsc or pal. my pc has been wrong before about registering pal and ntsc discs so i dont trust it with this one.
