i am using ulead dvd moviefactory 2 to convert my 23fps to 29fps mpeg so it'll be compliant with my dvd player. when i convert it to a vcd the quality just decreases. is there a better way to do this w/o losing much quality.

Don't use Ulead MF to do your conversion. Pick a top qlty converter. Mainconcept MPEG Encoder has been nice to me.

i do use tmpgenc but whenever i want to convert a 23fps mpeg to a 29fps mpeg i would always encounter problems. mainly 2 problem
1. voice out of sync
2. it will start to convert fine but like near the middle it will just studden stop.

why are you trying to convert from 23 to 29fps? the videocd (ntsc film) template is a 23fps VideoCD. shouldnt have problems b/c of that.

is a 2 part movie. i want to convert it to 29fps so i can add it to tmpengc dvd author so i can make a dvd.

TMPEGEnc should be your program to use, it's one of the best choices to encode to a VCD.
