  1. i am using ulead dvd moviefactory 2 to convert my 23fps to 29fps mpeg so it'll be compliant with my dvd player. when i convert it to a vcd the quality just decreases. is there a better way to do this w/o losing much quality.

use tmpgenc to encode to a vcd. its free for vcd and it will give better results. use VideoCD(ntscfilm) template.

  3. Don't use Ulead MF to do your conversion. Pick a top qlty converter. Mainconcept MPEG Encoder has been nice to me.

why are you trying to convert from 23 to 29fps? the videocd (ntsc film) template is a 23fps VideoCD. shouldnt have problems b/c of that.

  7. TMPEGEnc should be your program to use, it's one of the best choices to encode to a VCD.
