but, i have a bunch of mpeg, asf, and wmv files and i want to burn them to a dvd.. can each file be a seperate chapter.. and i cant burn it with nero.. what are some other suggested tools

I assume you want this to be playable on a settop DVD player ?
If so, you need to convert each and every file to DVD-Compliant MPEG files. See What is DVD for further info regarding specs. I would personally use TMPGEnc Plus to encode. When authoring you can set each clip to be a separate chapter all within the one track.If in doubt, Google it.
