Is this a virus or what?
I have not opened it...just deleted or stopped it before it downloaded.

I remember my sister using a Windows 3.1 program called Instant Resume that had resume.exe. I say if you don't know what it is, delete it.
Trend Micro however says it is a MASS MAILING WORM:
