Adding Chapters to my AVI to SVCD process

Hello. I have been using VirtualDub and TMPGEnc to convert AVIs to MPGs. At which point I use Nero to make a quality SVCD. I would like to be able to add chapters to the SVCD somehow. Do I need to modify my process or am I missing a feature, or should I replace one of my steps (programs) for another? I know that TMPGEnc DVD creator makes chapters, but I only want to make SVCDs.
