I've been trying to get some ideas as to the function of this software but I'm more confused than ever. Is this software sort of like a combination of dvd2one and Mac the ripper (or any other ripping software)? Can I use this software to rip dvds and create another dvd (assuming it's less than 4.7 gigs) using toast?

Forty-two basically converts DVDs into some other format. It depends on which version you are using. 1.5.2 and 1.6.2 both rip from from DVD and convert to several other formats, usually a divx avi or a (S)VCD. Avoid 1.5.2 unless you have a specific reason for using it. Both were buggy in some places but the SVCD part was great for its time and the divx part was pretty good too. Forty-two MP and forty-two VX are the newest incarnations. The first one deals with mpeg files, ((S)VCDs and DVDs), the second deals with divx-type files.
If your DVD is already less than 4.7gig after you've ripped it with MacTheRipper, you don't need forty two. Just burn it with Toast.
