Been trying a few guides, and program, none of the ones I have ran across so far seem to help me much, either they request some esoteric file format aside of MPEG, or they explain things as if I already have some what of an understanding of how it all works.
Can someone guide me to a good program, I just want a basic menu screen with a picture in the back ground.
What is the best program to burn the finished DVD projects? I looked at Nero, but I don't know where to begin with it.

TMPGEnc DVD Author will author a DVD, creating menus with built-in backgrounds or you can create your own. It will also burn to disk.
