I want to take a existing movie file using VirtualDubMod and crop some wording out. But what format and other settings would I need to save it in to try to keep the same Size and Quality the same?
I am showing a picture of what the file is at now

Audio is currently MP3 but variable bitrate (this gives a marginal benefit in size and lot's of playback and editing problems)
I'd suggest you compress with MP3 codec at 64kbps joint stereo at 24kHz sampling rate.
Video is currently DivX 3.11 (old movie) at 542kbps and 983 keyframes for 50198 total frames (gives 1 keyframe every 50 frames or so).
I also noticed the interesting frame rate: 14.985 fps. This probably helps keep the file size half of what a normal 23.976 or 25fps video would have.
To make things faster, if you only want to edit a portion of the movie, cut the movie in pieces using direct stream copy (fast and doesn't recompress) edit the portion you want and append the whole lot. However, before you do that you need to convert the VBR audio to CBR (otherwise you will have audio sync problems). The more I learn, the more I come to realize how little it is I know. -
