  1. I have a file that is a SVCD telesync so in order to transfer it to its final destination of a DVD, I opened the filename.rar file and extracted it. Then, I used isobuster and got the cue file and converted the mpeg area of the movie, as instructed in isobuster. So then I was left with the mpeg files which I thought I could use in TMPGEnc Author but now I discover that this file is NTSC and not PAL. I am in US and the TMP Author gives me an error message that the video resolution that I currently have will not work (for either NTSC or PAL for that matter!). It said I had to change the resolution but where or when do I do that? At what step in my whole conversion process do I do that?

I have been working on this file conversion for a long time so I would appreciate any direction. Thanks!

From what you've wrote I don't see any conversion being done by you so far (thus what you were "working on for so long" as you said? )
You did first step which is extraction of truncated mpeg-2 files from svcd (or its image).
SVCD has 480x480 or 480x576 (PAL) resolution, which is not DVD-Video standard. Thats what TDA was 'complaining' about.
You need to "fool" TDA to accept SVCD-resolution files - patching file's headers job is needed now. Check guides available here (search for SVCD2DVD, you will need to get some tools, i.e. (S)VCD2DVDMPG etc). However if your standalone dvd player can't play SVCDs, it won't play DVD-SVCD either most likely.
If thats the case you need to - without losing much of original file's quality - reencode your SVCD file using i.e. TMPGEnc to a D2 DVD-compliant file (352x480 if NTSC, or 352x576 if PAL). This is guaranteed to work, however takes longer.

  4. Thank you for the tip. Sorry for the "additional word" (TS) that was inadvertently and definitely mistakenly placed in the text of my question.

    And,
thank you, DereX888, for the direction and links.
