Does any video editing software have the capability to superimpose video using the blue screen?

I think you have this in the wrong forum.
Yes. Software suites like videowave do bluescreen. However, unless your in a studio like environment with absolute color control some bleeding will occur (ie not all color will be removed).
I've done it successfully with videowave 4 I believe. Newer versions are fully integrated and will take the processed video and output it to dvd for you.
Be warned. Adding special effects can take a LOOONG time to process on slower computers.
