Hello, I've been searching the post and can't seem to find anyone with the exact problem I'm having.
I recently converted some VCD's I bought years ago that were recorded to the exact VCD standard to DVD compliance.
Meaning, video encoded with MPEG 1 NTSC 352x240 MPEG 2 audio at 224 kilobits @ 44000 htz, Now is MPEG 2 Interlaced NTSC 353x240 with audio @ 224 kilobits @ 48000 htz.
I used DVDauthor to author all the converted files into a DVD file I could use Nero to burn a dvd.
The DVD would play fine as exactly as I selected options in DVDauthor, my problem now is that the vertical top of the picture of the screen is chopped off and I see a black bar on the vertical bottom of the screen on the TV.
On a computer, the video looks fine.
I was expecting some overscan as I know not the whole picture is shown on a 4 by 3 NTSC television.
I was not expecting the whole video to basically play 1 inch farther above than normal and see the black bar on the bottom.
From what I read, I am experiencing overscan issues, my question is how do I solve it?
I am using TMPGENC MPEG 2 movie encoder to do the encoding, I am curious if I am setting something wrong with the aspect ratio it get this result.

You probably selected "1:1 VGA" as the source aspect ratio, and "Full Screen (keep aspect ratio)" as the arrange setting. VCD is does not have a pixel aspect ratio of 1:1, so setting this causes it to change the shape of the image as if it did. This results in black bars at the top and bottom.
You say you see it only at the bottom and the top is chopped off -- perhaps your TV is just poorly adjusted, and there are bars at the top and bottom. Check with a software DVD player.
Also, you don't need to reencode the video -- 352x240 MPEG1 is DVD compliant -- all you have to do is reencode the audio to 48khz. Check the tools section of Videohelp -- there is a tool to do this automatically. -
Thanks for the reply iantri, but thats not the problem.
Usally TMPGENC would come up with the source aspect ratio of 4:3 525 line(NTSC, 704x480) automatically, and I would set the encode aspect ratio of 4:3.
I've searched the post and it seems the NTSC 704x480 should be fine as a source aspect ratio.
I am curious if I set the video arrange method at "full screen" only, would that be the problem?
Maybe its the DVD player I'm using to try the disc on the television. I'm using a SONY PS2 to try the disc as its the only TV DVD player I own right now that will play it.
We do own a Toshiba DVD player, but it seems to be real picky about recorded disc.
Anyways, I've posted about anything that I can think of to help people solve my problem.
One more thought of info, I have tried the disk on two different sized televisions with the PS2, and I get the same viewing result, the top edge is chopped off and I can see a black bar on the bottom. The overscan on the left and right is normal, I just can't figure why it plays the whole video about an inch above center so that it chops the top edge off and makes the bottom edge visible to see the bar.
Right or wrong, relevent, or not relevent, I appreciate more answers to pin down my problem and keep it from happening again when I burn more disks
