Is my avi file NTSC or PAL

I have a avi video file, Im trying to convert it using winavi but i get unstable border on the bottom, i was told maybe it happens because the file is PAL and im trying to create a ntsc dvd out of it. How do i find out if its PAL or NTSC, if its PAL can someone suggest any easy newbie software that i can use to convert it to NTSC

Avicodec will tell you details of just about any video file. PAL is always 25 fps, but it doesn't cause "unstable border" problems.

If its a capture from a VHS tape then that is normal. When played back on a TV you never see it because of overscan.

that bar appears on all the winavi converted files,
if i convert an ntsc 23fps xvid,itll be a flickering unstable green line.
if i convert a PAL 25fps xvid,itll be a solid green line.
i mailed them,and they sent me a new version 5.7. 278(i was using plain old beta2 of 5.7) ,and thats decoder was even worse,leaving the top of the converted video breaking up with huge black artifacts and missing bits.
when playback was occuring,you could see the top of the video was artifacting like it hadnt been converted.

right click on the avi file,select properties,and select advanced,then the frame rate will tell you what it is.
23fps/29fps-ntsc
25fps-PAL.


but to solve your problem,when converting leave the frame rate as "AUTO",and select either PAL or NTSC-if your in the US-pick NTSC,if your in europe,etc,pick PAL.
now where it says, 4:3,16:9,or Auto,pick ---4:3.
that will solve the problem.
it did for me,as i noticed that on one avi i did,it converted the whole screen,black bars and all,i could see artifacts,etc in teh black bars.
when i do 4:3 now,its fine.
no artifacts,etc.
winavi need to get there shit together,as if theres not problems with one version,theres bigger ones in the next so called "update".
