i am using Sonic MyDVD to author a DVD, its easy to use, and i have a movie in two files, same dimensions, codec, audio, everything, is there a way in the program to make it one title? thanks

A DVD created by Sonic MyDVD will play the video files sequentially (with or without a menu). My experience has been that each video file becomes a separate title. If your version includes Arcsoft Showbiz, I think you can join the two files, effectively creating one title.

oh yea, i forgot, that came on the disc. can that also resize videos to the right size for and NTSC video?

Arcsoft Showbiz includes the option of NTSC or PAL.
