Problems with TView99 Capture Card!

Ok, everytime I capture or screen capture with this card, I get this black lines across the top. It's in the same region all the time mostly and are really annoying when I capture video. I took a screen of what those lines look like:

In that screenshot, its in a different position (towards middle) but thats what the those lines are like. I'm running on:

AMD Athlon TB 900 Mhz
256MB PC-100
Voodoo5 5500 PCI 64MB
Yamaha PCI YMF Series Sound Card
TView99 TV Tuner/Capture Card
Windows XP

Does this problem have to do with the card? Or the coax cable that I'm using? Or is it the Voodoo5 causing it? Please help me if you know. I really want to get this working, or if I have to, sell this one and get a new one.

I have the same card and have never had a problem like that with screen captures..sorry.
