DVD supports up to 9.8mbps for video bitrate, any higher than that would make it an xDVD.

TMPGenc goes muvh higher than that, 15mbps in MP:ML mode and i believe 50mbps in MP:HL. If you are limited then you are probably using the wizard.

the DVD specification supports up to 9.8mbps, so every dvd player will play a disc at that rate.

turn off the wizard and adjust the bitrate manually in the first options tab.

    wait for it....

Should we add at this point that making the bitrate 9800 is not going to "enhance" the quality at all and is probably overkill ?

The other thing is that the combined bitrate can go to 9.8MBit. That is, audio + video combined, not just video.
    If in doubt, Google it.

    http://dvddemystified.com/dvdfaq.html says
After system overhead, the maximum rate of combined elementary streams (audio + video + subpicture) is 10.08.
    and
Maximum video bit rate is 9.8 Mbps
I agree with you about it being overkill in most situations though
