  1. I have downloaded a mp43 file 352x240 at 15fps, I have looked for a guide, but I cant find it. Will somebody please point me in the right direction. Thank you.

    Just a guess, but that sounds like the kind of motion video file I get from my Canon digital camera. If so, I have run them through Virtualdub and converted the framerate to 29.97. (I think. It's been a while since I tried it.) Then you could use TMPGEnc to encode to MPEG. It's pretty low quality and resolution, though. Anyhow, try Virtualdub. If you can open it, you should be able to do something with it.
