  1. i have a video file that is 480x480 ntsc. The fram rate is 29.97 and the bitrate is 1150. Also it is on cbr ( constant bitrate). Now when i play that file it runs very smooth and looks great. I want to burn it to a dvd though. So i have to convert it. I use Tmpgenc for this. So i convert it to 352x576 Pal format. Framerate is 25fps and the bitrate is 2000. It looks pretty good ( if not a little blurry ) but the video isn't as smooth. It apears to studder a little. Just the video though. Audio is fine. What am i doing wrong here? Is it my bitrate? If i keep it ntsc i end up smashing the video together at a res of 352x480. Any higher and it dosent help, as you cant make a picture look better than what the base image is ( as far as resolution goes ). Pal looks good as far as picture size goes but it studders a bit. What am i doing wrong? Helpppppppppppp!!!!!!

Most PAL equipment will play back NTSC without a problem. If you keep the output the same as the source ie NTSC>NTSC or PAL>PAL it would be by far the best way to do it.

  3. so then this has to do with me going from ntsc to pal? I thought it was more about me not having the settings right on tmpgenc. is that not it?

    That's right.
If you want a way to see , do a small clip with TMPGenc as NTSC , set the source range for a few minutes and encode it . Play the output on your PC and compare it with the output you previously had.
That will show you the difference.
