Making a DVD with my own menus

ok, im trying to make a DVD with my own videos on it, and i made some menus on photoshop, is there a program where i can use the images i made as menus, also, the images have the text already saved on it, so is this a way to make it so you can select the already made text to either play a movie or go to sub menus, but also on the program load all the videos in, so i can burn the dvd directly from that program. thanks

pinnacle does that too just double click the menu after you add it to the time line to open up menu editor then on right side you will see choices for background color, text,

i have used this to insert mpegs for moving backgrounds (way cool)
