    I want do convert a 4GB, 120Min DVD.
    I'm looking to get the best quality ,of course, but more important
    the smallest file (about 700mb).

    What codec and tool should I use?

    You can use this: https://www.videohelp.com/calc.htm to figure out the bitrate you can use for the filesize you want. The quality depends more on the bitrate than the codec.
