I recently came across a .rar file which contained the .bin and .cue. I read a guide here and it was very helpfull for me to view the file and everything worked well. Now my problem is getting it to DVD. This is the guide I used and I have every program that member suggested and tried to follow the steps exactly https://www.videohelp.com/forum/viewtopic.php?t=221369. I just now need to get the .rar onto a DVD. Any help would be greatly appreciated.

you mean get the mpeg file onto a dvd -- it would help to know what type of mpeg (or other) file you got there after extraxcting it from the rars ...
type meaning =
file type
resolution
frame rate
audio sample rate and type

looks like you have a PAL svcd and you want to make a NTSC dvd

Do you have a recommdation on which program to use? And any guides here on the site that I could check out.

Just burn the bin/cue file with nero burning rom or cdrwin or alcohol 120%,its a svcd pal which can played on most dvd players in the last 2 years.

Not really BJ_M
I can play pal svcds in my dvd players, and I live in the USA. -
I think what he meant is that most newer players can play both NTSC and PAL and convert the signal to match the TV.
