  1. I have a divx file which for some reason was encoded at 20 fps. I'm quite certain the source was actually 25 fps. Anyhow, I'd like to convert this to a PAL SVCD. Any suggestions on the best way to go about a frame rate conversion? Should I just let Tmpgenc take care of it, or convert with something like Virttualdub first?

I've seen this happen. If you accidentally leave forced film on in dvd2avi and process a PAL source it gives you a framerate of around 19 or 20fps. Small mistake, but a big problem. There's really not much you can do. You have to repeat a good deal of frames every second, and this is even worse because you've already deleted a good deal of frames every second. Whether you use Virtualdub or just TMPGenc, I imagine the results will be about the same. Either way you are just randomly repeating frames. The results will probably be pretty jumpy, but maybe it won't be overly noticable except on slow pans or fast movement.

20fps... don't you wish more people visited this site before doing their conversions?

It's also common for NTSC captures where people are trying very the smallest size possible (and yes, those files are usually 15 or 20 fps) .

Unfortunately no matter how you convert (23.97, 25, or 29.97 fps) it, it will always look like 20 fps.
