I'm trying to turn my VCD into DVD format. Video part was easy to me. Now I've combined everything to .MPEG, and ready to split the video and audio use TMPGEnc Plus's built MPEG tools.
I was wonder what are the good audio tools that will improve or maintain the audio quality.
PS. Encoding time isn't a issue to me.
Thank you for your help in advance.

Isobuster and TMPGenc DVD Author is by far the easiest way to put VCD's onto a DVD.
Have a read of this guide

In fact, you've done too much already - just load the VCD mpegs in TMPGEnc DVD Author, and it will take care of everything else!

It's not that I don't like TMPGEnc DVD Author. It's very weak when convering VCD audio, sometime the audio will be so loud & down. It's weird.
