Any free software that let me convert from .VRO to .VOB file

I have DVD-ram writer and would like to just convert into .VOB file (no paste or cutting needed) so do you know of any free softwares? I have tried TMPGENc DVD Author trial and have liked it so far but it cost about $70.

I have recorded sporting events (2 1/2 to 3 hrs) without quality degrading with ram discs from Panny E80 so that's the reason why I want to convert. Ram disc seemed to do better than DVD-R in longer events. Any ideas?
