Is it possible download SSE or Enhanced 3D Now!? I tried to install CCE and it said I need that to continue TIA

Those are built into the cpu so if you have an earlier amd k series or pentium2 then you are out of luck.

You might want to try tmpgenc but with your system it will take forever to encode,if you are going to do any reasonable amount of encoding then i suggest you upgrade to either pentium4 2ghz or athlon xp2000 to start with.

Is the quality of Tmpgenc backups as good as CCEs?

You should forget about encoding if you have a cpu that is less powerful than a p2.
