I need to know what i should capture in to get the best quality transfer to dvd. Should I capture in avi or mpeg 2 and what software should i use to author the dvd???

depends on your capturing hardware, and what you are capturing.
are you capturing analog video or dv? are you using a capture card with hardware mpeg-2 encoding, or software encoding?
for me, since my capture card doesn't do hardware mpeg-2 encoding, I capture to avi format, using either the Huffyuv or PicVideo MJPEG codecs. Then I convert using TMPGenc and BeSweet, and author with DVD Lab.
most of my authoring is from VHS captures with an Aver EZ DVDMaker capture card.- housepig
